Carter caught his only target for 16 yards in Sunday's 23-18 loss to the Steelers. He also returned five punts for 44 yards.
Carter's punt return duties kept him busy on special teams, but offensively he logged just eight snaps to rookie wide receiver Tre Tucker's 12. Carter has been targeted once in each of the Raiders' first three games, while Davante Adams and Jakobi Meyers continue to command a majority of the looks from quarterback Jimmy Garoppolo (concussion).

Targeted once in loss
Carter was unable to haul in his only target in Sunday's 38-10 loss to the Bills.
Carter returned one kickoff for 23 yards, but he logged just nine offensive snaps despite fellow receiver Jakobi Meyers (concussion) missing the contest. Davante Adams left early with a possible concussion of his own Sunday, so the Raiders could be even thinner at the position against the Steelers in Week 3. If Meyers and Adams remain sidelined, Carter might see additional work alongside Hunter Renfrow, Kristian Wilkerson and Tre Tucker.
Healthy for Week 2 unlike Meyers

Carter trended in the right direction all week, upgrading to limited participation Thursday after missing Wednesday's practice, and practicing fully Friday to shed the injury designation. In addition to returning kickoffs and punts on special teams, Carter's a candidate to see increased action alongside Davante Adams in Meyers' absence, though Hunter Renfrow, Kristian Wilkerson and Tre Tucker could also earn more attention from quarterback Jimmy Garoppolo against the Bills.
Mixes into practice Thursday
Carter (knee) was a limited participant at practice Thursday ahead of Sunday's game at Buffalo.
It's a step in the right direction towards being able to suit up for Week 2 after Carter missed practice entirely Wednesday. With number two wideout Jakobi Meyers dealing with a concussion, he could potentially be set up for increased reps at the Bills.
Sits out practice Wednesday
Carter (knee) didn't participate in practice Wednesday.
Carter dealt with a knee issue throughout last week, logging a trio of limited practices. He was able to play against Denver on Sunday, however, finishing with nine offensive snaps and catching his only target for five yards. It's not a promising sign that the offseason acquisition is beginning this week with a DNP, though he'll have two days to get back on the practice field ahead of Sunday's contest in Buffalo.
One catch in season opener
Carter caught his lone target for five yards in Sunday's 17-16 win over the Broncos.
Carter's only catch in the season opener came on the Raiders' final drive of the contest, and he ultimately played just 10 snaps on offense. Fellow receivers Davante Adams and Jakobi Meyers combined for 147 yards and two touchdowns on 15 receptions, but the latter sustained a head injury and will need to clear the NFL's concussion protocol in order to suit up against the Bills in Week 2. If Meyers remains sidelined, Carter and Hunter Renfrow could see their roles expand.

Carter was deemed questionable for the season opener due to a knee injury that popped up Wednesday, but the returner will be good to go. With the Chargers last year, Carter caught 46 of 65 targets for 538 yards and three scores, but he's behind Davante Adams, Jakobi Meyers and Hunter Renfrow in Las Vegas. However, Carter is expected to handle both punt and kick returns for the Raiders.

Carter (knee) is listed as questionable for Sunday's game against the Broncos, Paul Gutierrez of ESPN.com reports.
The veteran wideout and return man was limited in practice all week. Carter set career-highs as a receiver with the Chargers last season, turning 65 targets into a 46/538/3 line. He's slated to be a depth piece on offense in Las Vegas this year.
Dealing with knee injury

It's a new issue for Carter, whose status for Week 1 now appears to be in jeopardy. If the vet misses any time, Las Vegas will probably just lean that much harder on Hunter Renfrow to run out of the slot.
