Harley was waived by the Browns on Tuesday, Christopher Dellecese of Cleveland 19 News reports.
The wide receiver made three preseason catches, including a touchdown, in two games but was unable to advance up the Cleveland depth chart after spending 2022 on the practice squad. The second-year pro will now become a healthy free agent.

Harley caught one of three targets for 20 yards and a touchdown in Friday's preseason game against Washington.
All of Harley's activity came in the fourth quarter, which gives an indication of where he's at on the wideout depth chart. The Browns are dealing with injuries at wideout, including projected starter Elijah Wood who sustained a rib injury Friday, which boosts Harley's chances of sticking with the team. At this point, his main competition is David Bell, Jaelon Darden (leg), Jakeem Grant, Anthony Schwartz and Austin Watkins.
Harley (head) caught two of four targets for 18 yards in Thursday's 21-16 preseason win over the Jets.
Harley suited up for 39 snaps, which means he has fully recovered after being placed in concussion protocol in July. He spent the 2022 season on Cleveland's practice squad. Harley's chances of making the roster may have gotten a slight boost with the news that fellow wide receiver Daylen Baldwin (hamstring) is expected to miss significant time, but Harley remains a long shot to make the team.
Harley (head) returned to the field Tuesday for practice, Scott Petrak of the Elyria Chronicle-Telegram reports.
Harley suffered a concussion during practice Thursday and was in the league's concussion protocols. His return to the field should be good news for his recovery, but it's unclear if he'll be able to suit up Thursday against the Jets.
Harley (head) hasn't practiced since Thursday after leaving camp early and has been in concussion protocol, Zac Jackson of The Athletic reports.
Harley spent time on Cleveland's practice squad after signing with them as an undrafted free agent in 2022. The Miami product has yet to touch the field in the NFL, so once he's healthy, he'll most likely be competing for a depth role in the team's wide receiver room or even practice squad ahead of the coming season.
Harley left Thursday's practice session early after getting hit in the head, Mary Kay Cabot of the Cleveland Plain Dealer reports.
Cabot speculates that Harley may be evaluated for a concussion. He currently sits near the bottom of the Browns' WR depth chart.
The Browns signed Harley to a reserve/future contract Monday.
Harley finished the 2022 season on Cleveland's practice squad, but he didn't make a regular-season appearance. He will look to earn a spot with the team in 2023 and potentially make his NFL debut.
